Giving play to the role of standards to help the pipe develop with high quality

Lu guixin pointed out that after years of deepening reform, the standardization of China’s iron and steel industry has made significant achievements, but there are also some shortcomings.First, the existing standard system should be strengthened in adapting to, promoting and leading industrial transformation and upgrading.Second, the existing standards of structural steel pipes are not advanced and forward-looking enough, the system (repair) set a longer period, the lack of standards, lagging phenomenon still exists. Third, the need to strengthen the standards of the universal. Steel standards cannot provide systematic services for the manufacturing and use of steel materials. There is a large gap between the upstream and downstream standards in the coordination of industrial chain. Fourth, it has not formed an influential steel material standard system with Chinese characteristics in the world, which restricts China’s advanced steel technology and products to go global.Lu guixin suggests, the standard work of iron and steel industry should focus on implementation of mild steel tube in the following 4 respects.

First, continue to play the role of standard hard constraint in consolidating the achievements of cutting overcapacity. Capacity reduction should mainly rely on market-based and law-based means. We should give full play to the role of hard constraints of standards and rectify enterprises that fail to meet standards within a time limit, and resolutely clear those that still fail to meet standards after rectification. In the current process of consolidating the achievements in cutting steel production capacity, these standards will continue to be an important means and basis. We need to understand and implement them well, constantly improve their applicability and timeliness, improve and complement the relevant standards system, and give full play to the important role of advanced standards in shutting down backward production capacity of rectangular hollow section and promoting industrial upgrading.

Second, we should play a leading and exemplary role in transformation and upgrading. We need to speed up the formulation (revision) of a number of advanced standards on quality, technology, energy consumption and comprehensive utilization of resources, so as to guide the promotion of new materials, new products and new technologies, provide technical support for industries to strengthen weak links, promote product upgrading, and promote energy conservation, emission reduction and comprehensive utilization of resources. We need to combine standards with industrial development, and standards with quality improvement, so as to bring the voice of the industry with high standards, manufacture high-quality products of pre galvanized rectangular steel tube with advanced standards, and cultivate a group of benchmark and demonstration enterprises in the field of high-end steel.
