Carbon emission standards

(1) Build a carbon emission standard system for the steel industry
The construction of carbon emission standard system is an important step to realize the systematization of carbon emission standard and a prerequisite to promote the orderly development of carbon emission standard formulation in China’s iron and steel industry. The iron and steel industry should comprehensively sort out the existing carbon emission standards for rectangular hollow section at home and abroad, scientifically and reasonably summarize and classify, build a carbon emission standard system with accounting and verification, technical equipment, monitoring and detection, low carbon evaluation, supervision and management as sub-systems, and promote the carbon emission standard system of the iron and steel industry and orderly formulation.

(2) Improve the iron and steel industry carbon emission standards revision work
Accelerate the formulation and release of accounting standards to standardize the boundaries and methods of carbon emission accounting in the industry. Focus on the standard transformation of new energy-saving and low-carbon technologies, and promote the popularization and application of mature and reliable energy-saving and low-carbon new technologies in the steel industry. To study and compile low-carbon evaluation methods and standards, and guide preferential policies to lean toward energy-saving and low-carbon steel pipe suppliers under the form of “differentiated” management advocated by the state. To develop standards such as benchmark value calculation and trading guidelines for carbon emission trading, and to provide support for the iron and steel industry to enter the national carbon emission trading market.

(3) Promote the establishment of low-carbon product evaluation and carbon label system in the steel industry
Carbon label has become a global product identity and a new barrier in import and export trade. Therefore, it is necessary to give full play to the leading role of standards, issue low-carbon product permits for enterprises recognized downstream, and help steel enterprises better deal with trade barriers and other related issues. At the same time, advanced steel enterprises are encouraged to voluntarily put carbon labels on their products such as round steel pipe and make steel contributions in guiding low-carbon consumption of the whole society.

(4) enhance the international influence of carbon emission standards in the steel industry
Increase the tracking and research of carbon emission standards for the international steel industry especially for black iron steel pipe, actively participate in the revision of international standards, and accelerate the equivalence/modification and transformation of standards. Deepen international cooperation on carbon emission standards of the iron and steel industry, strengthen communication with the international Organization for Standardization, and enhance international mutual recognition of carbon emission standards of our country’s iron and steel industry.
