Ensuring people’s life

First, we need to put people’s livelihood first, ensure people’s livelihood and winter heating energy, and ensure coal for power generation and heating, especially in Northeast China in winter. We will strengthen the supply of natural gas for people’s livelihood, and organize a “south-north gas flow” at an appropriate time to increase heating gas in the northern region.

Second, on the premise of ensuring work safety of black steel pipe, we will encourage coal mines that have the potential to increase production to release their capacity as soon as possible, accelerate the production of approved and basically completed open-pit coal mines, and encourage coal mines that have been suspended for rectification to be reformed in accordance with the law and resume production at an early date. Transport departments should give priority to coal transportation to ensure that coal produced is transported to the places where it is needed in a timely manner.

Third, we will support China steel tube manufacturer in increasing power supply. To address the difficulties faced by coal and power enterprises, we implemented a policy of postponing tax payments for a period of time, and guided and encouraged financial institutions to ensure the reasonable financing needs of coal and power enterprises.

Fourth, we will reform and improve the market-based pricing mechanism for coal and electricity. In an orderly manner, we will promote the entry of all coal-fired power into the electricity market. On the premise of maintaining the stability of electricity prices for residential, agricultural and public utilities, we will adjust the fluctuation range of market traded electricity prices from no more than 10% and 15% respectively to no more than 20% in principle. We will also make adjustments based on categories, so that market prices can be set for industries with high energy consumption. Not subject to the 20% ceiling. We will encourage local governments to adopt preferential policies for electricity consumption for rectangular hollow section and individual industrial and commercial households.

Fifth, we will accelerate the construction of large wind power and photovoltaic bases in the desert areas of the Gobi Desert, and accelerate the construction of emergency backup and peak-regulating power sources. We will actively promote the development of coal, natural gas and crude oil reserves and energy storage capacity.

Sixth, we must resolutely curb the blind development of “two high-level” projects. We will improve the dual control mechanism for local energy consumption, and ensure that new renewable energy consumption of carbon steel pipe is not included in total energy consumption within a certain period of time. We will promote energy conservation and carbon reduction in key areas, and vigorously promote the economical use of coal in major coal-consuming industries.
