How to open up a new pattern in the steel industry

During the period of development, we should build a new development pattern in which the domestic cycle is the main body and the domestic and international cycles are mutually reinforcing. To build a new pattern of high-quality development of iron and steel industry, efforts should be made in the following five aspects:
First, balanced development under the constraint of low carbon. During the 14th Five-Year Plan period, we will continue to focus on promoting supply-side structural reform and development of cold rolled steel pipe, create new demand through appropriate policy adjustments, and promote the formation of a higher level and higher quality supply and demand balance under the target of carbon peaking and carbon neutrality.

Second, we will continue to promote technological progress. We will strengthen the role of innovation as the principal player, vigorously promote scientific and technological innovation, and accelerate efforts to tackle core technologies such as steel, materials, and green and low-carbon technologies that are experiencing bottlenecks. Expand the social channels for innovation investment, build various forms of technological and financial cooperation platforms for steel pipe manufacturers, attract more social capital to participate in the innovation and development of the steel industry, and stimulate the innovation vitality of the whole industry.

Third, we will foster a more orderly industrial landscape. We should accelerate the pace of merger and reorganization, build an industrial pattern featuring division of labor and cooperation, effective competition and common development, focus on improving the ability to respond to market crises in a coordinated manner, build advantageous enterprise groups at different levels, and cultivate leading enterprises with global influence, regional appeal and professional influence.

Fourth, build an efficient and safe supply chain. We will unswervingly implement the strategy of internationalization, accelerate the establishment of a long-term, stable and diversified supply system of iron ore and other raw materials, and achieve a safe, efficient and stable supply of resources. Strengthen the construction of domestic scrap resource supply chain, promote iron and steel enterprises to build a stable scrap supply network of square steel pipe, and make full use of overseas recycled steel resources.

Fifth, we need to build a thriving ecosystem. Promote the integrated development of the steel industry with upstream and downstream industries and supporting service industries, and create a healthy, stable, orderly and prosperous steel ecosystem for rectangular hollow section; At the same time, we will build globally-oriented platforms for international production capacity cooperation, global trade and digital intelligent services, and promote the construction of an international steel ecosystem.
